What does it say? Another graffiti-covered box truck. This time, it's in Kips Bay ("KipsMurCy") in front of the what used to be L'Annam Vietnamese restaurant at 28th Street & 3rd Avenue. A Starbucks recently replaced the restaurant.              CLICK TO ENLARGE
